I used to live in western WA from the bottom to the top. 

He still doesn't understand apparently how this money can be received and is jumping up and down about us not paying him and told me he's not going to accept payment by "Western Union"!

Western regulations are not generally pro tenant and you should be able to get rid of them legally.

For a non-Mexican, westerner, it can be really frustrating.  

I respect that your experience has been different, but I don't know that what works in western North Carolina would work very well in Oakland, and it's not very often that we get the type of perspective from Oakland, at least with what I could see looking around.

Western Montana is a hot market for rental properties at the moment.
