I know of no small construction commercial loans for speculative transaction if you don't have a major tenant.

That would be speculating not investing.

I have received compensation for a non-disclosure before, but in my case I was able to prove the seller knew of the issue and did not disclose it.You speculate that the seller should have known, but you cannot prove it. 

The further west you go in the neighborhood the worse things get...in short, Franklinton is a ******** and the only reason it's made any transition west of 315 is due to speculation...true it's on the federal opportunity zone list, but the program has yet to be proven...

That is called speculation. 

You could speculate that proximity to the highway will lead to higher demand for that location in the future as ATL continues to grow.When it comes to rentals - being close to the highway exits is a HUGE benefit when it comes to your potential tenant pool.

Sounds like you are only speculating that the Sellers might've dropped the price, and that the "confidential details," divulged to the seller's side, undermined your negotiation. 

If you buy in a high appreciation market, you're not investing, you are speculating.  

It was more of a general question about evictions in the philly, and right now it would be foolish to speculate on what the eviction process/timeline will look like in X months.
