It will help your situation if we all crack down on those who are taking advantage of this situation.Where I live, the abuse is so widespread that most businesses have a sign on their door asking people to not take advantage of the laws and only bring in necessary and legitimate service animals....Nothing I saw in the OP post suggests it's phony to me.

So basically,  its a giant loophole to move ANYBODY in with zero opportunity for credit/background screening.If it is officially a home with ADU OP should be able to end the tenancy (if MtM with proper notice,  if Lease at end of term) under seattle just cause rules.   

Alternatively, you can ask independent brokers what carriers they work with and decide if the list is broad enough to merit spending the time working with them.I'm a fan of Global Green agencies, as they tend to be smaller, but benefit from the "co-op" style setup.
