Are there any provisions in the CARES act or any legislation related to the pandemic that extend 1031 exchange deadlines in 2020 for investors?

Like with anything, there are people trying to take advantage of the situation maliciously as well as people who were fine before and have their whole lives turned upside down.There is more work to do in the state and federal governments, and I'm sure we haven't heard the last of the changes.

I have had contractors that had underwhelming competence but nothing malicious like this.

Unless you have reason to believe the tenant maliciously or recklessly broke the oven, I'd simply repair or replace it, assuming I intended to keep renting the premises and that renting it generally required having working appliances. 

Which I can understand because unfortunatley locally here there have been bad actor investors that did deed theft that sort of stuff, so they feel more comfortable working with a licensesed agent.

They won't violate any of your rules except by accident (failing to pay rent because they forgot) but she's too old to have a malicious bone in her body.

Again, none of this has anything to do with the Fair Housing Act or the Mrs.

REITs are great because they are highly regulated; setting up a REIT is fairly cumbersome, which weeds out bad actors.
