One reason for that that had not yet been mentioned is "shrinkage" (AKA shoplifting / product loss).I recall walking down the aisles of more than one supermarket in such neighborhoods and seeing young children feeding themselves - cereal from freshly opened boxes, candy, fruit, etc.
