The cabinets and counter tops in kitchen are in good condition would just need painted.

There is a huge difference between building a 12 units in one building where every unit is 1bd/1bath and 750SF to a 12 units Square shaped complex with a pool in the middle and every unit is 2000SF with Garage and granite countertops and the first floor is all retail...I'm afraid this goes back to the good old fashion answer "it depends".
