You should probably hire a professional (lawyer or consultant of some sort) to take a look at everything and outline your options for you. 

You will definitely want to get residents on the new lease agreements so that you can manage the park in a professional manner and enforce rules.

I spoke to my other two tenants below her who informed me that they do not have a roach problem in their apartment so problem is clearly this upstairs tenant.I told her i would have a professional exterminator come to her apartment and have it sprayed.  

This is equivalent to walking onto a court with a professional basketball team as a 5'6" teenager with no shoes and telling them you want to join their team because you read a book somewhere that told you it was easy.

I graduated College in 1996 and got my first professional job in 1996.Then I said to myself..... who do I really want to get rich?

I accepted it the first time but then rejected it after that and plainly told him it wasn't professional to accept gifts from tenants when I'm working for the Landlord because it could create a conflict of interest.
