However generally speaking these are cash and carry plays.. usually something like  Nik Steve Jay all go in pay cash . the resale of the lots generally are on terms.. you may find some cash buyers.. but you have to be in a position to do seller carry back.. one reason is well and septic system road improvement to the building site  bringing in power and tele this all cost a lot of money..  

Unfortunately , if you are really short on cash, Fund and Grow may not be an option because it cost a few thousand dollars and it does take several months.

My plan is to refinance or use a HELOC to pay for all of these upgrades which will increase the value of the home if we decide to sell or at least make the home much nicer.All of these upgrades cost A LOT.

If the student only needs the unit 9 months, they can pay 33% more for the unit for the 9 months and have same housing cost as paying the reduced rent 12 months.  

With Costa Hawkins being voted on along with state taxes does it make sense to buy in LA?

Taxes will be part of holding cost as well as any work the land requires to maintain.
