CA Governor Newsom backs statewide rent control?

I thought Newsom was against Prop 10 (repeal of Costa Hawkins) which would’ve led to much more stricter forms of rent control in many cities.

Not looking to make this political, but I feel like this is a major flip flop from just a few months ago.
