Slightly outside of PHX you could buy into San Tan Valley, Queen Creek and Casa Grande.

Cities like Pleasanton, Livermore, Dublin, San Ramon, Danville, Castro Valley are worth consideration. 

Nobody renting in February, so if it is vacant then, you get to wait probably until August, as that immediate area and price range probably doesn't draw other tenants for the most part.JRB Carswell/River Oaks area, completely different type of area and clientele. 

And like most things real estate is location location location.. and our little community of 90 homes borders a year round river ( the Mollala) to the South the finnest retirement community basically in Oregon called Hope Village to the north.
