This is essentially a $6,000+ job of a brand new panel and outside shut off valve for what was previously a perfectly functioning system that had never given any issues. 

I don't want to invest in something and then the City shuts down the development idea that is the whole basis for the investment. 

I currently live in/own a property that would fairly easily split into two units (upstairs and downstairs), and is located in an historic area close to hospitals, restaurants and amenities. 

Would you keep going to a restaurant that messes up your order every time.

It's in a part of town that is being revamped from former industrial to nice stores, shops, restaurants, and businesses and I believe there is even some money offered to help revamp that part of town if you purchase something and help improve the area.
