Charity starts at home, Don't rent to them. 99% chance it will bite you.

They can be a good cash flow business if you are willing to provide super-active management.The up sides:- Weekly cash payments- A lot of the time payments and tenants are provided by third parties such as halfway houses and homeless charities.

It sounds to me like it may be well worth your while to find some local programs or charities that can help this person out with rent until they get back on their feet.

I would never recommend this scam to anyone unless they just want to give their hard earned money away and if you want to give your money away, I recommend giving to charity or an non profit organization of which someone who needs the help could benefit.
