When I was driving around it was rough, police were out though a lot but it was rough.And a speculation:1- With the soccer stadium going in near it, the neighborhood's location between the 2 metros, and the low price to enter for young millennial's, do you think this will change the neighborhood?

You are not going to be able to police the client and they will likely turn out to be a hassle.

The police are very busy.

Maybe call the police that is flat out theft in my eyes

Upon inspecting the property after move out, I discovered the tenants had applied a polish/wax to the floors.I had two flooring experts out and they both assessed there was no way to remove the polish/wax and restore to the matte finish. 

I told our tenant to call the police but otherwise stayed out of it.However, if limiting the number of times having guest were not legal there is not much to be done because I assume @Russell Brazil is correct about the apartment not being allowed. 

Sometimes garbage is exactly that...but sometimes you can see that diamond in the rough and be able to polish it up and the returns will  be great!!
