From what I’ve read it says I need to give a written 3 notice to the tenant.

I noticed a trend of people bidding about a third to half the tax assessed value which was way above the taxes owed. 

It sounds like you are going to need a commercial loan instead of a conventional Fannie/Freddie loan due to your DTI.  

My question is does anyone notice a quality difference between these websites ?. 

The only thing I would've done differently is I would have given your job 2 weeks notice before leaving.

There is often a legal notice published for the benefit of the decedent's creditors. 

Once I am giving a Price Notice, and make the payment to the Alabama Department of Revenue Property Tax Division and received my Tax Deed for some property, more specifically a vacant lot in a now built up subdivision, can I sell to an investor or another individual whom wishes to build their own home on the lot.

To refer to the map you posted.67th to 71st (Jackson Park Highlands) is decent.71st to 75th - South Shore "proper" Noticeable difference.
