Although I agree with you that many of the things you listed in your prior post are tenants "taking advantage of the system", the one item I left behind in that quote does not fall into that category IMO - there is a burden on the landlord to comply with all laws, rules, ordinances, and regulations so it's not the tenant's fault the landlord did not comply for whatever reason (usually ignorance).
