student rental garbage issues

So rented out house as a student rental. Aimed for a group ended up filling with individual tenants. So not an ideal situation. I got property managers, their getting the boot in January from lack of putting in any management other then collecting rent.(when it's convenient for them I should add). Anyways so two of the tenants have automatic withdrawal, and the other three are international students so I have tk collect cash every month. (Property managers let this go for two months because I guess it's not continent to them). Anyways Im having issues with the garbage. The won't recycle. Well they just use any bin as garbage and I or my girlfriend end up having to pick it up bring it to the town recycling center and sort through it all. I work shift work gone 14/7 day rotation so now she's getting this overload and she's just had enough of it. What can I do to deal with this issue? Houses here are allowed one garbage bag per house and unlimited recycling or compost bins. Extra bags can be purchased at 2$ a bag.  

Can I hire someone to come and clean/sort this every week and bill them until they get their act together? This feels like I'll end up with an extra bill. 

Any help is greatly appreciated.
