In the other rooms it peels the same but is not as thick and does not peel off in sheets.

They are thick and don't run when applying on a wall.

I was thinking a thick piece of quarter-round may do the trick, but wanted to see if anyone has remedied a similar issue? 

In my old house the kitchen is 2" thick terrazzo and the bath thickset tile, but it's the ground floor with the joists exposed underneath.

You have to have big pockets and/or thick skin.
