If they put a hole in the wall and you need to patch it before you can paint it, then it makes sense to charge the tenant for the hole.You should charge the Tenant to restore the unit back to its original condition, not as punishment.

In Virginia, I would just go to the civil court and bring in an unlawful detainer suit against the tenant, if he/she doesn't pay after being served notice..

The main thing is people make mistakes, or have bad info, take things personal,  wants to move on fast, don't want to deal with anymore offer etc...If you are in people business, it is what it is, accept and move on, unless you are sure that some unethical or unlawful thing going on, then go after them.However,It will always happen, as long as you deal with people. 

Evictionor unlawful detainer action which has been resolved with full restitution maybe approved with additional security deposit.
