For the most part, they should pay for any penalties from the tax authority but at the end of the day, if you weren't paying for the taxes through escrow, and they weren't disbursing to the tax authority, but now you are and now they have, it makes sense the payment went up because they are covering the shortage for the period you weren't paying.

I've recently started using Intellirent.com for screening, as it further automates the reference checks (only works perfectly if the employers and former landlords respond), but it includes an authorization form (electronically signed by the applicant) that you can download.

I don't know what you signed with the broker or what expectations were reduced to writing, I only know that IF you wish to have an open house and they refuse, and such authority to refuse such a request is not provided in your listing agreement, then you should have the right to terminate that relationship.
