This bill is misleading as it states it's to help the individual  losing the house by giving them the equity. 

That leaves millions of middle-income Americans with little choice but to keep renting, helping to keep overall rents high.Some cities and states are enacting new laws to aid tenants facing eviction.

But, if you presented this approach in any place devoted to helping you make sales, it would be flat out rejected.
