Lease end; Vacating tenant
According to our lease agreement, the lease "ends at 12:00 noon on Thursday, Oct. 31, 2024. The next line item down under terms states: "Any notice to terminate this tenancy must comply with the applicable legislation of the Commonwealth of Pennsylvania (the "Act"). Am I able to insist that the tenant vacate by this time and am I able to change locks at 12:01 or after on Thursday, Oct. 31, 2024?

You will have to give them proper notice AND I am unaware of any city or state that allows you to change the lock on a residential tenant. Knowing PA you can get yourself in some trouble if you change the lock before the tenant moves out even if it is written in the lease.
