To rehab and rent 57 in one year is going to be a seriously tall order

Not sure if you have already checked or not, however some cities only require a permit for a fence if it is over 6ft tall... 

Look for the magnifying glass in the toolbar, at the upper right side, to the left of your photo.

Another reason for the new construction, and this is just my humble opinion: I am looking at the dropbox photos and TBH, even when putting on my rose-colored glasses and envisioning the finished rehab job, I don't find the house appealing.

I found a bunch of stuff left behind (wine glasses, a pool, against the terms of the lease) as well as a yard waste bin and fire pit full of trash. 

It was renovated before I bought it, and the windows are fine, but drafty and in some cases broken (mechanicals, not glass).

Divorce can be such a difficult thing to go through, and no one who lives in the glass house should be throwing stones...  

I know that temporary structures, think large,tall greenhouse type structures are considered temporary and not subject in WI to all the zoning regulations and code requirements of a permanent structure.
