You shouldn't ask "is that to code", you should be able to point to a contract and say "The statement of work and contract says the deck will be built in XYZ way, when can I expect it to be completed in accordance with the contract?"

Just remember for next time if someone "cleans gutters" off of Groupon does not mean they can do contracting work.You need to see body of work with doing back splashes, other jobs repairing beams etc.Mike Holmes mentions it's one of the number one mistakes consumers make to think a deck guy can do a bathroom, or a kitchen guy can do a retaining wall etc.

Ok before I went on vacation I was at the house unclogging the sink, the house was a dizaster pencil and crayon markings on every single wall in every single room and hallway, the privacy fence had spray paint all over it, the deck had the same spray paint where her kid was spray painting his toy guns, there was a mattress leaning against the fence, a mountain of trash, door handles broke in one of the bedrooms, grass hasn't been cut since she moved in.

With the roof it depends on if you are doing just  a new layer or ripping it all of down to the decking, what has to be moved around on the roof or off of it to do the work,etc.
