Well it seems I'm going to have to reply to my own post again, and since another forum has responded to the same question, I'm going to give the benefit of that experience.TICs, which if anyone is interested is a form of syndicated or shared investment in RE, somewhere between a REIT and triple net may be one way to describe it.

By the time you add a HELOC to one of them, and then refinance the acquisition afterwards to pay back the HELOC your costs involved will be not much less and your headache factor (which has already begun) will be triple.

If you are willing to accept that kind of cash on cash you might look for better areas with some cash flow but will have nice appreciation.The investors that buy in rough areas have to get very high returns to offset the other problems and headaches they will incur.If you have enough cash you might look at apartment buildings,commercial,or triple net properties where you can get more safety and security if you buy correctly.
