For starters, you have not mentioned where you are located and that's kind of important when it comes to HELOCs as local credit unions and banks can offer better deals than the Bank of Americas and Wells Fargos of the world.But based on what you're asking, I'd get to Google and start looking up local credit unions and smaller banks and start making calls.
