questions about wholsaling

here's something to throw at you guys that I've been questioning since my advice on wholsaling. sounds like a great starter field for me. But my question is, when you find someone who is a seller do you negotiate a selling price with them per a contract or are you just going but the market value of the house and what others are selling for. example:

seller has distressed home for 100k-200k

do we negotiate the price down or just put it under contract for that amount? hope i've explained this clearly enough.
