They have gotten repair quotes 2x what the market is (I'm convinced contractors give PM super high numbers because they know they can), they put the contract in touch directly with the tenant (so they aren't even managing the repair), and now they don't seem to be acting very quickly to collect rent or get the tenant out.

You CAN NOT target motivated sellers.The only way to get in touch with motivated sellers is for you to make it extremely easy for them to find you.Going after lists will be your doom.If you have $30K to spend on lists, sure, due to sheer volume you are bound to get a deal with some luck, sure.But if you come along with a humble budget, forget it.The reason larger budgets work better is because you can send a huge volumes.

Locally, I know an investor that runs a crazy profitable trailer park where he is probably pulling in a 20%+ annual return on his investment - but he has to self-manage because no one will touch it, collects rent and deals with evictions armed, and has several "overseers" living for free on site to make sure no one burns the park down.
