It will give you a floor on the price, though ...As for locating the owners, you could ask the neighbors or church if they know who owns it and if they know where they are located or how to contact them ... they'd likely want to help you as I'm sure the property is an eye sore and bringing down the neighborhood price wise.

Because of their disorders, they can't hold a job, they often can't get along with their neighbors or roommates , they don't have enough money to manage on their own, and they are lucky if their payee isn't stealing from them.

but I will continue when a rough park comes my way i will purchase it.. its just not easy to find them.and the one i just turned around last year the city point blank was helpful becasue we turned an eye sore high crime property around... they admitted they look at these parks as their affordable housing ..
