Want to buy this multi with little to nothing..help!

Hello All, There is this property in my neighborhood that is totally vacant and the owner isn't doing anything with it. It's an eye sore! But I see potential! The owner is absent. Is there a way that the government can give the property to someone else who wants it? Of course for a nominal fee. The property is just sitting there and nobody cares about it but I want it! But funds are low...just curious!! I know something of tax deeds...where if the owner doesn't pay taxes, and someone else does, that deed can become that persons property after a while...can I use this? And how would I be able to do this?i
