Part of me thinks a cheap solution could be skim coating the wood with some form of product to get it a bit smoother and then paint with a lower sheen.

WHile im supportive of the policy, and knowing who is in the neighborhood, a yearly fee to keep an excel spreadsheet, with a fine, seems to me to be a profit point for the HOA management company.  

No FHA will be reasonably consistent as will most other loan products, the only thing you can expect to vary from lender to lender will be their fees and possibly the interest rate (but usually not by much). 

Another lender I know of just came out with a similar product.

I haven't found a local bank willing to do less, but it's easy to find a mortgage broker with loan products to refi sooner than that.

I believe Erie distributes their products thru independent agents so go back to your current agent and ask them to review your policy and shop.
