@Garret Kirczow I don't know that there is a magic number per se. 

I'm not sure if there's a magic number on how often you should follow-up.

Mostly because that property tax is based on some magical number a guy gives your house as he drives by.

Could I appoint a wholesaler to view this home and do they're magic to get it for a price & sell the home to me for a decent one?

There is no magic formula.

If you buy these type of properties, then you don't really need a PM ... if you buy the other extreme, then my experience is that a PM won't really be able to help you there either because they can't "work magic" on a fundamentally poor tenant base.I went through 7 bad PMs in 5 years in Phoenix, so I have no good ones to refer you but plenty of bad ones ...

You can't just magically charge a higher rent to hit the 2% rule because then you'll never get a tenant.
