.: I can't find a link to the specific law, but here's an article written by a California attorney that addresses the issue: https://mbkchapman.com/blog/hoa-neighbor-disputes-trees/Bottom line: the neighbor has the right to cut the roots encroaching on his property, which could kill your tree or possibly cause it to fall.
