NA Smith Mail options after tenant leaves

They gave a change of adress for main usps mail then but the fed ex an delivery drivers are still coming with packages.Also,can i place a deadbolt on the mail box as long as ive  returned any mail in it to the sender .no one resides there for now.Im not communicating w the tennant an dont plan to unless they follow thru with their so called court .One last question on mail.What will i need to do if the certified mail requiring signature that had the rest of deposit  ,forewarded to a new address im told by USPO-   got lost?

I highly doubt a permit is that big of a driver in this project and that even labor probably isn't that high...it's got to be mostly materials.This guy is going to low-ball and get the money.

This is really the only way to have it be hassle free for both you and your tenants (although there are times the plow truck driver doesn't show up just like any contractor).Sometimes you can get one of the tenants to do volunteer to do it for a cut off the rent but when they move out you're going to be scrambling to find another person who is willing to take on that task.
