This is going to be very market dependent, and property dependent. 

My two cents but the ship has sailed for short term rentals in this market.

Definitely call up some operators in your area to get a better sense of the market. 

For calculating ARV, platforms like Zestimate, PropStream, and Reonomy use machine learning to analyze market data and comparables.
