Not sure , if I need to hire a Architect and structural engineer or either will work?

Looking to remodel a multifamily and brought an architect in.

We are the homeowner and plan to live in one of the two units, and we have contact information of the GC's expeditor and architect (who drew the existing plan)3.

Does anyone have a recommendation for a good structural engineer/architect who can get this done at a reasonable price? 

I have a client looking to begin building Build-to-rent properties and is interested in the Western Oregon Market——Looking to establish a few connections- IE GC, Architect etc.

Never tried any of the rest, but might now that I had to write them out and think about them. 1) Go to every architect, interior designer, top real estate agents/brokers, loan officers in town and shake hands, drop off do-nuts, take them out for coffee/beer and do it regularly. 2) Hit every REI meeting in town and offer to speak at some about the multifamily and spec building process. 3) You may consider joining and participating in whatever local business communities you are in. 4) Offer referral money to subs. 

I will be hiring an Architect to draw a couple concepts and schematics then we intend use these plans to determine Construction Costs.Thank you for your advice, here is my feedback to your questions:Who found the deal?
