We have a fairly high incidence of rabies in our area (mostly foxes, raccoons, coyotes, etc) so we get our dogs rabies shots even though they're outdoors in an enclosed area and never loose.

I live in the fox valley area 30 minutes south of Green Bay which has remain relatively stable through the years which I believe makes the population dynamics more of a economic driver.
