But a lot of the trouble with Section 8 in Philadelphia doesn't necessarily come from the tenants but rather the administration of the program through PHA.

You have a 1031 exchange, (that might get chopped under the Biden administration) but you have it for now. you have 180 days to close under the 1031 and must identify a property in 45 days. there is also a percentage rule that applies too and i cant think of them right now but in essence it prevents you from just hurrying up and "cherry picking" a random property just to end the 45 day clock or the 180 day clock. you get equity in REI that you can leverage, you get loan paydown (which increases your credit score and reputation at a bank), and finally you CAN get appreciation if you buy right. 

Just put yourself in their shoes, of city administrators, do you want to gamble on assuming people are going to "do the right thing"?

Generally speaking, the overall administrative cost of having any kind of self-directed plan should be minimal as regards the income you can produce with the plan if you invest wisely.

I do not charge administrative/processing fees to cover my time or expenses as the apartment complexes & property management compa in my area seem to be doing as standard practice for both applications and lease renewal ($75-$150!!
