My conclusion was that finishing a basement may add value to the owner, but adds little value to the property.Adding an attached (I assume) garage does increase the space in the house.  

I can read the document just like you did and come to some conclusion based on what I perceive as "applicable".

How can you reach a mutual conclusion about how the investment should be handled when you have another's input?

In fact, there are plenty of BP threads on this topic, and the conclusion is always the same, even with different tax professionals contributing (i.e., they all agree).

While those metrics do provide useful information, because so many people do not understand them, they tend to misuse the analysis and therefore could be led to draw incorrect conclusions from them.
