I went to the county constable's office today who handles that area and they suggested since they aren't the owners or residents to put a vacate notice on the door and if they don't comply I could charge them with trespassing.

Unless you're suggesting to post the notice as sort of a scare tactic to try to get them to comply. to me actually following through makes no sense.

It is very common for landlords to not comply with board rulings ordering payments to tenants or board fines.The only penalty a landlord would face for non payment  would be the denial of their right to file any future applications with the board.

I have had participants go down to a 0% subsidy - meaning they paid 100% of their rent, but as long as they complied they got to stay in the program in the event they had a change of income.

That is the question.My husband was the handyman (well we had a work crew, but hubby was the ultimate handyman, perfectionist to an annoying fault...even to this day everything has to be perfect)  I on the other hand, was the Zoo Keeper, oops I mean I took care of the nasty stuff, like tenant complaints, accounting, court scenes, making the tenants comply to their lease agreement.
