@Michael Klinger  As others posted, SoFi and Discover personal loans are good options and I've used them in the past.  2-3 business days from application to funds in my checking account. 

Also, check out Meetup.com and Eventbrite for real estate investor meetups in your area 

You can also check their reviews online at Google, Facebook, or Yelp.

So, you just check the cameras to see if you're having bad weather. 

Also, be sure to check with the section 8 agency managing the tenants - sometimes if you pass on an additional cost like that they will no longer be eligible to live there if the rent and utilities exceed what they were approved for.

Check with the insurance company first. 

It's worth checking with an attorney for your state.
