There are many people from Israel and other countries successfully investing in Milwaukee with the same exact criteria you mentioned...which is heavy in 53204, 53218, 53209, 53216 and some parts of 53206 such as the Rufus King neighborhood and 53210, 53208 less Washington Heights which is a much higher price point.

I work with investors from all over the globe, Israel,California, Canada, Missouri just to name a few. 

Brazil, Israel, France, Italy and of course USA are good to go.

Universities such as MIT, Harvard, Tufts, etc. and Hospitals such as MGH, Beth Israel etc. make this market incredibly stable for landlords with high end tenant turnover and cash flow becoming routine.
