I also dont see any permit fees, which is going to be in the 5 digits as well, unless this is in your developer fees...which im not sure what those are exactly. 

You press the digits that are displayed and when they are all gone, the full keypad is displayed.

Plus when you're paying double digit interest I highly doubt these properties will pencil out.Lastly, you realize that cash out refi will only allow you to pull out up to 75-80% of purchase price or appraisal value.
