I'm curious who you are targeting specifically and whether your space is set up to attract that guest avatar and if the location is suitable.

Which is cutting down on those visitors wanting to leave Canada.

It makes sense that a place that largely caters to relatively local visitors would see a big increase during a pandemic that massively increased local travel (both in terms of demand for it from people wanting to get out, and from the options of where people can go when restricted to domestic car travel). 

Visitors, commonly either want to be in the mix of it all, or get away from it all. 

If you will be living in one of the units, conventional or FHA with low down payment options might be suitable. 

As the host of the Phoenix Open, the best attended golf tournament in the world, and home to Major League Spring Training, there are a lot of magnets that draw visitors.

If you are on a septic system don't do it unless you have a suitable dry well to dump the regeneration water.

The other issue is that Winstar employees may be your only real suitable tenant.
