Go on... is self-help an available remedy in CA?

Provided, you are not over paying and trying to race to the bottom and spend no money on collection and remedies.  

May need to taken it down to the stud, remediate electrical hazard, get all the additions and alterations brought back to code or demolished, possible asbestos abatement, lead paint remediation, water fixture upgrade to the new code.Estimates from a couple of contractors run anywhere from 150-200K to rehab this property.

It also took getting the inspectors personal cell phone number to send remediation pics to expedite inspection issues. 

i only overlooked one big ticket item - basement water remediation for 8k. 

You might be asked to do a lot of remedial tasks, but the point is you will be there involved in the business to glean as much information as possible.

It seems that the only remedy is eviction, unless you want your property boarded up for a whole year!

Nothing a good sanding couldn't remedy though!
