To be fair, the unit is in a B class area, but the carpet was a minimum of 10 years old and the previous tenant nearly died in the apartment... there was all kinds of nasty stuff on the rugs that came right up. 

I want to put vinyl plank in kitchen area, and want to run it out into open floor plan into living room and require area rugs. 

If you shampoo your carpets, forget about buying the high dollar Bissel and Rug Doctor carpet shampoo mixes.

It's like sweeping dirt under the rug and acting like the floor is clean.

I spent $1000 to fully furnish it (Before Furnishing, After Furnishing) — $235 on big furniture items (3 beds, 3 mattresses, desk, coffee table, couch, secretary desk, etc.) and $800 on the smaller items (duvet, duvet covers, pillows, lamps, dishes, rugs, coffee maker, etc.).

If she wants carpets the family can buy area rugs. 

(without knowing the exiting color of this rug) why not just have the rug well cleaned by a reputable and known rug-cleaning company?  

I feel like they are just sweeping the issue under the rug and hoping people don't bring it up.  

I have seen people put area rugs over carpet.
