In Pennsylvania, Lender A will probably win AS LONG AS Lender A complied with all the laws (e.g. recorded the mortgage within the "grace" period).

Give her a written notice she is not complying with the lease and  if it’s not done in so many days you will be forced to call a landscaper to do it and you’ll take the bill right out of the security deposit till it’s gone .
