You can make condition to buy on getting a newly executed lease in place or amending existing lease prior to closing.

I've downloaded those documents and they look to be pretty detailed and I think they can be amended pretty easily as well. 

If your Lowest adjacent grade (LAG) which is found at the lowest area where the outside dirt touches the building is above the Base Flood Elevation (BFE) you might have a good shot going after a  Letter of Map Amendment  (LOMA) which will remove the property from the requirement to have flood insurance, Please note this does not mean the risk is gone.

Hi all,I have everything in place to close on a property purchase, however, Seller is wanting to take on another contract, because closing was delayed by a week, and we did not have an amendment to officially extend the close date.

Even though I had read through the original covenants, I missed the fact that they'd later done an amendment to restrict rentals and I wasn't grandfathered in so I ended up having to sell it about a year later.

It was already under contract and we would have had to do additional disclosures that would necessitate us amending or re-writing the contract. 

You can ask if they will agree to amend the lease to include that cost but good luck with that.
