If you want to modify this Agent's behavior and spare others the maltreatment you were subjected to, requesting the proof of presented offer docs and filing an ethics complaint with the local Board of Realtors Grievance Committee is a good way to send a message by elevating the situation to both Principle Brokers and involving the Board.

They are produced by a committee of Texas licensed attorneys, RE brokers, and non-licensed people. 

I used to have to report my financials to them every year for committee review.

Anyways, it sounds like the new HOA Committee wants to limit the number of renters or even get rid of them all together.

Now this week, the NYS legislature is moving on a "good cause" eviction bill, sending it to committee.
