We also found out the new owners may have some scary criminal records with child abuse involved as well.

No offence taken, I know exactly what you mean. 

However, if you screen them for criminal background checks, I haven’t had much trouble.

So criminal 1 might attack your credit card accounts, criminal 2 might try to sell your real estate to other people, criminal 3 might try to hack your investment accounts, criminal 4 might hack your bank accounts, and criminal 5 hacks your email and changes your passwords. 

Those are likely ones with evictions, criminal history, etc.. but they are people and might come with section 8!   

For example, I require applicants to provide a social security number so I can process a credit/criminal background check.

BUT there were some changes in...I think it was 2017, and to the best of my knowledge, the criminal portion of the law is not being enforced in most areas.
