I would say a deal like is way too good to be true or there is a High Risk tolerance on this deal.

Lots of available property in the city but I'm sad to say, as a native of Baltimore, the city is not even close to turning itself around.

I like your analysis, but I'd add you can make numbers say a lot of things.  

Things of note at the moment: crime/homelessness increase, new property/wealth tax proposals, new eviction laws being proposed, commercial appetite (that’s a big one currently as it will say a lot regarding how remote work will affect the area).
